TODO:

1. Install quotedb software
2. Name admins for the quotedb. (was suggested high-Waaagh users in SMF)
3. Determine sections for blog and name section editors and contributors.
4. Redirect frontpage to Meta blog.
5. Distribute new link and promote signups.
